I have now been able to find proof of when the South Devon League was founded. It wasn’t too hard – it was all recorded in the Torquay Times of the day.
The story starts with a meeting of the newly-formed East Devon Football Association in Exeter on Wednesday 1 April 1903 – reported in the Torquay Times of 3 April 1903.
The subsequent “Torquay district” meeting at Torquay YMCA on Tuesday 7 April 1903 – reported in the Torquay Times of 10 April 1903 - saw the birth of the idea to set up the league.
Strangely enough, one of the men at this meeting was Mr A. Roach – representing Cockington.
I suppose you could argue that the date of foundation was later than this – after permission was received from the EDFA and a league committee was set up, but 7 April 1903 is the date that the idea was born.
