The question is:
In 1960 two teams faced each other in a football match at Aldershot. One of the teams played in Torquay United's strip but the Torquay United team weren't present. Why?

A couple of clues...
It has something to do with what Aldershot is well known for, and the team playing in the Torquay United kit did come from South Devon (just not Torquay!)

I agree with Rob - must be something to do with the services.
The only two establishments in South Devon I can think of are the Denbury Camp (Signal Corps) and Britannia Royal Naval College. One of those?
ATC was massive after WW2 - we even had an international match at Plainmoor. I expect it was till going strong in 1960 - could be some kind of regional ATC tournament?

From Denbury? Yes. The Junior Leaders Regiment.
Playing a final at Aldershot? Yes, at the Military ground. November 1960 the football XI were beaten by the Royal Engineers in the finals of the Junior Leaders Army Football Cup. Torquay United lent the team a complete strip when it was realised that the Junior Leaders team strip clashed with that of the Royal Engineers.
